When I walk into a struggling paratransit system, I'm not listening for complaints about routes or budgets. I'm listening for the culture. And the culture tells me everything before anyone says a word about operations.

Defensiveness Is the Tell

If the room is full of people explaining what they personally did — instead of describing what the service is doing — I already know the data isn't driving decisions. A person is. And usually that person is protecting themselves.

That defensiveness doesn't appear overnight. It's built by leadership that punishes mistakes publicly instead of learning from them. Once staff learn that honesty gets you exposed, everyone shifts into self-preservation, and the rider becomes invisible.
